We are preparing the Mount Nelson and Sandy Bay Neighbourhood (Structure) Plan.

The Neighbourhood Plan will consider ways to accommodate population growth over the next 20 years by identifying opportunities for new and diverse housing, as well as potential redevelopment of commercial and retail areas.

A Discussion Paper was prepared to explore the future of Mount Nelson and Sandy Bay. This Discussion Paper has been informed by site and desktop analysis, background reports and stakeholder engagement. A Directions Paper was approved by the Elected Members as the next stage of the project. The final step will be the development of the Neighbourhood Plan.

It is important to note that the City of Hobart has not adopted the goals or potential future directions in the discussion paper. The community feedback provided on it will inform the Neighbourhood Plan.

What is a 'Neighbourhood Plan'?

The Neighbourhood Plan will explore how population growth over the next 20 years in Mount Nelson and Sandy Bay could be accommodated through:

  • identifying opportunities for new housing development including infill, medium-density and mixed-use development
  • exploring potential redevelopment of commercial and retail areas.

In particular, the Mount Nelson and Sandy Bay Neighbourhood Plan will:

  • Respond to climate change risks

  • Consider improvements to sustainable transport options

  • Identify important environmental areas to be protected

  • Explore improvements to public open space.

Why do we need it?

Mount Nelson and Sandy Bay continue to grow and change. The Tasmanian Government has set growth targets for the Hobart region including Mount Nelson and Sandy Bay through the Southern Tasmania Regional Land Use Strategy 2010- 2035 (STRLUS) and the 30 Year Greater Hobart Plan.

The projected growth in Mount Nelson and Sandy Bay must be planned to ensure it occurs in a sustainable way aligned with the values of the existing and future community.

A Neighbourhood Plan (the Plan) will provide a coordinated framework to deliver appropriate types of development for Mount Nelson and Sandy Bay over the next 20 years. This gives us the chance to work with the community and stakeholders to develop a shared vision for the area.

What's next?

The next step in the Mount Nelson and Sandy Bay Neighbourhood Plan is to share the 'Directions paper' with the community. This is currently being developed.

The Directions Paper is intended to be the strategic bridge between the earlier Discussion Paper and engagement outcomes and the later draft Neighbourhood Plan. Its core purpose is to set out and test preferred strategic directions for how Mount Nelson and Sandy Bay should change over the next 20 years.

The next round of Community engagement will offer an opportunity to seek feedback from Mount Nelson and Sandy Bay residents, students, workers and businesses on the ideas explored in the Directions Paper.

The Discussion Paper was informed by workshops with members of the community who represent environmental, community, heritage, transport, urban planning, student and other interest areas.

Council approached these people to participate in the workshops because they hold a range of views and values on Sandy Bay and Mount Nelson.

  • Student consultations

    August and September 2023

    A group of high school students from Hutchins and Collegiate Schools attended a consultation session to discuss the key issues being addressed. A group of current and recently graduated UTAS Planning students were also consulted.

  • Community workshops

    November and December 2023

    After the Discussions paper was developed, the City held three broader community workshops.

    These were opportunities to share the Discussions paper, and understand community perspectives on the themes and issues being explored.
