Speakers’ Corner Program 6-Month Trial

Consultation has concluded

At its meeting held on 11 July 2022, the Council endorsed the continuation of the Speakers’ Corner Program for the City of Hobart. The report, including the outcomes of the community engagement process, can be viewed on the Community, Culture and Events Committee agenda (item 6.2).


Project Background


The City of Hobart is introducing a brand-new space for speakers to be heard in Hobart, where our community can celebrate free speech and inspire others. Open-air public speaking is an opportunity to start conversations, stimulate public debate, present creativity and share our experiences. Being able to speak freely is a right we are fortunate to have and the City of Hobart encourages both speakers and listeners to engage respectfully and with empathy.


Speakers' Corner in Salamanca plaza (see map below) will run for a six-month trial. During this period, we encourage the community to provide feedback via the feedback form below.

Speakers

This space is for people who want to make a public address in a peaceful and lawful manner. Speakers must follow the Speakers' Corner Terms and Conditions. Speakers can apply for a permit via the online form and will be required to book in a speaking session by calling (03) 6238 2711. Permits must be displayed during the speaking session. Permits and reading material may displayed for listeners; however speakers are not permitted to approach people. Listeners can approach speakers for information and a chat after the speaking session. Speakers' Corner permit holders are permitted to book and use a Speakers' Corner location for a maximum of one 30-minute time slot per day.

If listeners are concerned that a speaker is not adhering to the Terms & Conditions, please contact the City via email coh@hobartcity.com.au or phone (03) 6238 2711.

Salamanca plaza

  • Monday to Friday
  • 10 am - 12 noon
  • 30-minute speaking sessions

(Please note: there is also a Speakers' Corner at the northern end of Elizabeth Mall)

The City is now seeking community feedback on the new Speakers' Corner location for the duration of the 6-month trial. Information gathered during this process will be used to inform future decision-making about the program.
