Hobart: A City for All Implementation Framework - 2025-28

Explore the draft implementation framework and support the City in it's work towards a more inclusive future for our community

Diversity is a reality in all our lives. Each of us contains multiple and overlapping identities — whether it’s our age, culture, gender, housing situation, or our unique skills and abilities. This is what makes our community strong.

Building on the foundations of the Community Inclusion and Equity Framework (2021–2023), the draft City for All Implementation Framework (CFAIF) outlines how the City is celebrating diversity in the work we do, and continuing allocate resources towards a more inclusive city for all. These actions have been shaped through deep collaboration alongside people with lived experience, community organisations, and local government staff.

The CFAIF represents ours shared commitment to fostering a more inclusive, equitable, and collaborative approach to community engagement and service delivery. It reflects both ongoing commitments and newly identified priorities and highlights how Council works with diverse communities to support their goals and address their concerns.

Development of the draft

Shaped through extensive engagement with the community sector, stakeholders, and City of Hobart reference groups—especially those with lived experience—the draft CFAIF 2025–28 celebrates the diversity of Hobart’s community and reflects the aspirations, concerns, and priorities shared during consultation. Engagement was conducted across multiple program areas, each contributing unique insights through workshops, surveys, advisory groups, and targeted consultations. Here's how each group was engaged:

  • Equal Access Program: Input from the Hobart Access Advisory Committee, disability advocacy organisations, and individuals with lived experience of disability.

Focus Areas: Inclusive design, accessible transport, communication access, and community education.

Focus Areas: Social inclusion, lifelong learning, age-friendly infrastructure, and intergenerational connection.

Focus Areas: Perceptions of safety, harm reduction, youth justice, and public space design.

  • LGBTIQA+: Led by the LGBTIQA+ Reference Group, with input from community members and organisations.

Focus Areas: Visibility, safety, pride, and reducing discrimination.

  • Youth Programs: Youth Advisory Squad, Youth Action Priorities Network, and school-based outreach.

Focus Areas: Participation, creativity, mental health, and safe spaces.

  • Multicultural Programs: Input from the Networking for Harmony Multicultural Advisory Group, cultural organisations, and individuals.

Focus Areas: Cultural celebration, anti-racism, language access, and community connection.

  • Homelessness: Collaboration with the Housing with Dignity Reference Group, Greater Hobart Homelessness Alliance, and people with lived experience.

Focus Areas: Housing advocacy, service coordination, and public space access.

How to have your say

The City is now seeking community feedback on the draft City for All Implementation Framework. Feedback gathered during this engagement period will be presented to Council with the final version of the Framework. Community members are invited to:

  • Read the draft City for All Implementation Framework – 2025-28
  • Provide feedback during the engagement period, completing the online survey by Sunday 26 October 2025.
  • Share your support to the implementation framework, participating in the quick pool
  • Attend one of our drop-in sessions below:
    • Wednesday 8 October - 1pm to 3pm at Elizabeth Mall
    • Monday 13 October - 11:30am to 1:30pm at Mathers House
    • Thursday 16 October - 3pm to 5pm at Youth ARC
    • Sunday 19 October - 11am to 1pm at Town Hall - Open Day
