What is a Strategic Plan?

    The Strategic Plan is the City of Hobart’s highest-level planning document. Its purpose is to set the City’s future direction based on our responsibilities and to reflect the community’s values and aspirations as expressed in the Community Vision – Hobart: A community vision for our island capital. The Local Government Act requires all councils to have a strategic plan that covers a ten-year period. 

    The Strategic Plan is a partner document to the Community Vision, it is designed to deliver on the Community Vision by guiding the development of long-term strategies and plans, set priorities and frame decision making.   

    The Strategic Plan will map our journey of: 

    • Where we are now 

    • Where do we want to be in 10 years 

    • How will we get there 

    • How will we know we’ve arrived 

    Why is the City of Hobart doing a review of the Capital City Strategic Plan 2019-29 now?

    The current strategic plan has guided the City’s work since 2019. The Local Government Act requires that council strategic plans be reviewed at least every four years 

    The current strategic plan was approved by the Council in September 2019 and must now be reviewed. The review is also timely, there have been a lot of social and economic changes in this time, including: 

    • The COVID-19 pandemic which forced a rapid shift in all aspects of Hobart life and transformed how many people work and interact with the city.   

    • Changes to our population in terms of growth and demographics. 

    • Increased federal and state government commitments on climate change with the need for urgent coordinated action at all levels of government to reduce risks.   

    • Rising cost of living placing increasing pressure on our communities, exacerbating existing issues on housing affordability. 

    What are the aims of the review?

    The review of the strategic plan is intended to position the City of Hobart to meet the future challenges and opportunities of population growth and rapid social, economic, and environmental changes, climate change, and housing and transport pressures. 

    The plan has a strong alignment to the City’s strategic priorities and financial position as well as community expectations. It will aid in the future development of the City’s long-term strategies, set priorities and guide practical decision-making into the future.  

    How was the review of the strategic plan undertaken?

    The review started at the start of 2023 and included the following: 

    • An audit of our progress towards the outcomes and strategies listed in the strategic plan, drawing on our annual reporting process.  

    • What we had achieved in the last four years.  

    • What had changed in the last four years. 

    • The impact these changes had on the community and the City of Hobart as an organisation.  

    • Results of annual community satisfaction and other surveys to better understand what issues are important to the community now and how we can improve.  

    • Future trends explored and assessed to see how they could impact Hobart. 

    • Review of the outcomes and strategies in the strategic plan with senior staff and elected members.  

    Draft changes have now been made to the plan based on the above actions and what we have heard so far. 

    How is the community vision represented in the draft review of the Capital City Strategic Plan 2019–29?

    The strategic plan is closely aligned with the vision statement, identity statements and pillars in the vision. The pillars of the vision, which express the categories of life in the city, are used in the strategic plan. The outcomes and strategies were written in a way that ensures they provide direction of the City’s work for the future based on these categories.  

    What happens next?

    The draft of the reviewed Capital Strategic Plan 2019-29 is now available for feedback on the City of Hobart’s Your Say webpage. Feedback closes on 30 June 2023. 

    Feedback on the draft plan will also be sought from community and business sector groups during this time and staff at the City of Hobart.  

    What will happen to my feedback and comments?

    When the consultation period closes all feedback will be collated and referred to Council for consideration before the plan is finalised.
