Tolmans Hill Park, Tolmans Hill- Upgrade Concept Plan

Thank you for your participation or interest in this project, we were able to connect to over 221 local community members and received 32 completed surveys. You can read what we heard from you in our Engagement Report for the Tolmans Hill Park Upgrade Concept Plan.

Survey data indicates 84% of survey respondents support the upgrade plan. A few respondents didn’t support the design, their major concerns are that the improvements will lead to increased use by visitors and that traffic flow to the area will result in parking becoming congested.

With the strong community support received for the proposal, no changes to the design are recommended. However, the concept plan is currently deferred due to significant financial impacts of the COVID-19 pandemic. The proposed upgrade is dependent on the City securing external grant funding.

Tolmans Hill Park Upgrade Concept Plan was endorsed by the Parks and Recreation Committee on 15 October 2020. Both the concept plan and the engagement report were presented to the Council at their meeting on 26 October 2020 and the following recommendation was endorsed:

1. The concept plans for the development of new public toilets and barbecue facilities at Tolmans Hill Park, Tolmans Hill, marked as Attachment A to the report, be approved.

2. The General Manager be authorised to secure any statutory approvals required for the project.

3. The City seek to secure external grant funding for the project to proceed.

(i) Failing success, the City look to program the work as soon as it can be accommodated within the capital works program.

4. Should the development works proceed, an increase of $10,000 per annum be included in the Parks and Reserves operating budget to cover associated cleaning, maintenance and operational costs for the facilities.

5. Residents and stakeholders be advised of the Council’s decision.


Council has endorsed a revised concept plan to upgrade Tolmans Hill Park in Tolmans Hill .

The park upgrade will include a new toilet block and barbeque and shelter facilities. These facilities were specifically requested by the community in the November 2017 engagement process for the re-development of Tolmans Hill Park.

The City is pleased to offer the community the opportunity to endorse the Tolmans Hill Park Upgrade Concept Plan, which includes these requested facilities.

To ensure the plan meets the needs of the community, we are undertaking a community engagement process to determine the level of support for the upgrade. The upgrade may be eligible for Federal Government COVID-19 stimulus funding.
